In 2008, through more than two decades' development, China's hi-tech development zones became the frontier of the transformation of economic development pattern and technological innovation, playing an exemplary role in the commercialization and industrialization of high-tech results, introduction of foreign investment, and technological innovation. At present, the first order of business for China's hi-tech development zones is to deal with the global financial crisis. Actively responding to the nation's industry policy of "enhancing independent innovation capability", the hi-tech development zones give full play to their own advantages to transform economic growth pattern and improve investment environment, in a bid to boost their competitiveness.
we have developed an investment environment competitiveness evaluation index system for high and new technology industry development zones in China, in which infrastructure competitiveness, industry ecosystem competitiveness, management service competitiveness, preferential policy competitiveness and technological innovation competitiveness reflect the investment competitiveness of hi-tech development zones. To mature hi-tech development zones, industry ecosystem competitiveness and technological innovation competitiveness are the most important part of competitiveness improvement, followed by infrastructure competitiveness and management service competitiveness. Through detailed data description and analysis, this report examines the changes in China's hi-tech development zones in 2008 from various perspectives.
In the face of competitions as well as market changes and challenges, the 2008-2009 Annual Report on Investment Environment Competitiveness of China's Hi-Tech Development Zones will help vendors, investors and industry insiders more profoundly comb the investment values and operational patterns of hi-tech development zones, and more accurately grasp the status of the investment environment in the hi-tech development zones:
* Sum up and analyze the competition performance, characteristics and existing problems of China's hi-tech development zones in 2008, and forecast the future trend of changes on the investment environment.
* In light of the trend of national industry policy, we set a number of L2 and L3 indexes under the indexes of infrastructure competitiveness, industry ecosystem competitiveness, management service competitiveness, preferential policy competitiveness, technological innovation competitiveness, and conducted overall assessment and ranking of China's hi-tech development zones by investment environment. Provincial hi-tech development zones are assessed and ranked in four regions: eastern, central, western and northeast.
* Specific to the rankings of China's hi-tech development zones and the problems that exist in key development zones, put forward comprehensive and purposeful countermeasures to improve the investment environment competitiveness of the hi-tech development zones in the country.
