Informatization of social security lays a solid foundation for the reform of China's social security system and rapid development of the social security industry.During the Tenth Five-Year Plan, stable implementation of Golden Insurance Project and Golden Card Project enables the informatization of labor and social security to make great progress.According to the data from a survey, systems construction of the Ministry of Labor Security basically approached to maturity in 2004.During the Eleventh Five-Year Plan, informatization of social security will get development in its diversification. While maintaining the good development impetus, the social security industry will extend from traditional sectors to sub-sectors such as hospitals, drug administration system and medical insurance of the railway sector.In addition, demands for social security informatization at the provincial and municipal level will continue to show upward tendency.

In 2008, with the advancement of Golden Insurance Project, the construction and application of information system actively promoted the optimization of administration and service modes, and enhanced the administration ability in labor security and service levels. However, the "Five Insurance in all" required by insurance informatization involves mass data processing and heterogeneous business relationship, thus hindering the process during which the social security industry improves its service quality and services productization. In the meantime, financial crisis exposes more deeply some problems in China's various systems including employment insurance.In the historical environment that China's social security industry is in great need of reform and improvement, what does the social security informatization feature, what are new changes, and what are puzzles and challenges?Confronted with the changing financial environment, how will China's future social security industry change its needs in its informatization construction? What will be the focuses and hot topics regarding the construction of social security informatization? And what will be the trend of informatization development?

With changes in competition and the market, we release the 2008-2009 Annual Report on the Informatization Development of China's Social Security Industry. Based on the development impetus and characteristics of the social security industry and the analysis of domestic social security business development, this report studies the informatization development status and features of the social security industry in 2008, parses various drivers for informatization, summarize informatization development demands and tendency in China's social security industry, and review, in the meantime, today's specific solutions to social security Informatization Building so as to provide social security services entities, IT service providers, channeling businesses and investment institutions with lessons and experiences they can learn from.
