In 2007, hi-tech development zones played an important demonstrative and driving role in commercializing high and new technological results, attracting foreign capital and developing new and high technologies. All hi-tech development zones responded to the national industry policies of "strengthening the ability of independent innovations", leveraged on their characteristics advantages, actively changed the way of growth, greatly improved their investment environment and entered a new round of competitions.
our team has developed an investment environment competitiveness evaluation index system for hi-tech development zones in China to assess their development zones' investment competitiveness from the 6 major aspects. i.e. degree of opening to the outside world, level of growth transformation, degree of support from supplementary facilities, operational efficiency and speed, intensity of industry ecology and degree of information services. At the current stage, transforming growth mode, improving operational efficiency, keeping and improving attractiveness become the important contents for mature hi-tech development zones, followed by support of supplementary facilities and information services. Through detailed data description and analysis, this report examines the changes in hi-tech development zones in 2007 from various perspectives.

In relation to the trend of national industry policies and starting from the 6 major indices of openness to the outside world, support of supplementary facilities, operational efficiency, industry ecology and ability of information services, design several Level-2 and -3 indices and scientifically and objectively conduct overall evaluation and rankings of the investment environment competitiveness of China's hi-tech development zones. Evaluation and rankings are respectively made on the provincial hi-tech development zones in Eastern, Central, Western and Northeastern China.
