Report Highlights

In 2007, development zones in China continued to play, on the basis of the Tenth Five-Year Plan, a leading role in "changing the modes of economic growth, promoting economic structural adjustment and coordinated development of regional economies and improving the abilities of independent innovations" In accordance with the national industry policies and the Eleventh Five-Year Plan, all development zones leverage on their characteristic advantages and started a new round of competitions.

our team has developed an investment environment competitiveness evaluation index system for development zones in China to assess their investment competitiveness from the 6 major aspects. i.e. degree of opening to the outside world, level of growth transformation, degree of support from supplementary facilities, operational efficiency and speed, intensity of industry ecology, and degree of information services. At the current stage, transforming growth mode, improving operational efficiency, keeping and improving attractiveness become the important contents for mature development zones, followed by support of supplementary facilities and information services. Through detailed data description and analysis, this report examines the changes in development zones in 2007 from various perspectives.

In the face of competitions as well as market changes and challenges, the 2007-2008 Annual Report on Investment Environment Competitiveness of China's Development Zones (General Report) will help firms, investors and industry persons to more profoundly comb the investment values and operational patterns of development zones, and more accurately grasp the status of the investment environment in the development zones:

Sum up and analyze the competition performance, characteristics and existing problems of development zones in 2007, and forecast the future trend of changes on the investment environment.

In relation to the trend of national industry policies and starting from the 6 major indices of openness to the outside world, support of supplementary facilities, operational efficiency, industry ecology and ability of information services, design several Level-2 and -3 indices and scientifically and objectively conduct overall evaluation and rankings for the investment environment competitiveness of China's development zones. Evaluation and rankings are respectively made on the provincial development zones in Eastern, Central, Western and Northeastern China.

Specific to the rankings of China's development zones and the problems that exist in key development zones, put forward comprehensive and purposeful countermeasures to improve the investment environment competitiveness of the development zones in the country.
