China's software and information service industry have achieved a great success in thirty years of reform and opening. Software industry is applied in national economic sectors and penetrates into people's routine work and all aspects of social life with its unique penetration and influence. In order to further strengthen governments' guidance and control to software industry, Ministry of Industry and Information Technology of the People's Republic of China definitudes management department for software industry and Internet industry--Department of Software and Service Industry. According to plan, this department takes charge of guiding the development of software industry, drawing out and organizing implementation of technical specifications and standards, promoting software public service system construction and software service outsourcing, guiding and coordinating information security technology development. This has important strategic significance to speed up China's software industrial development and promote software enterprises' large-scale development.
With regard to market competition, foreign software and service vendors are pursuing more refined business strategy in China in 2008, and are enhancing cohesion force in the industry chain by building stable ecosystem. Domestic vendors are growing mature by engaging in intense competition with foreign rivals and are going through trials and hardships in the marketplace, and gradually take the dominant position in some fields. The competitive edge is expected to become stronger.
