May 24, 2006, the factory price of domestic oil products reached a new record.  Petrol, diesel and aviation kerosene increased 500 yuan per ton respectively.  This was the sixth time that oil price had been adjusted since 2005.  Even so, it will be difficult to cope with the sharp rising of international oil price.

The rapid rising of oil price, and the fluctuations bought by the world socio-political instability, make the consumer market downturn.  And oil is non-renewable resources, it will be used up sooner or later.  Thus, some developed countries and regions such as the U.S.A, Europe and Japan, some transnational automobile group such as Daimler Chrysler, Volkswagen and Toyota, have set foot in new energy vehicles, trying to develop a bright path for vehicle future.  Chinese government is also aware of the importance of new energy vehicles.  A series of related policies, research plans and the implementation of demonstration projects demonstrated Chinese government's determination and confidence in the new energy vehicles contest.

Our study provides an overview of new energy vehicles.  Considering China's market, through analyzing macroeconomic policy such as State "Shi Yi Wu" Development Planning Framework, Long-term Energy Conservation Plan, Fuel Tax, and motor industry policy, the Kyoto Protocol's impact on China and China's response, 863 national major project of electric vehicles, we concluded the Chinese government's attitude and concrete measures to new energy vehicles.  Through analyzing the world and China's energy situation, the oil price changes, we judged its impact on China's automobile market.  In market level, we analyzed Transnational Automobile Group's research progress, development and application status, as well as the layout progress and developments in China, we analyze Chinese local enterprises' promotion of research and development trends, especially treat of the Beijing Olympics' plan of clean vehicles.  Finally we settled in to new energy vehicles consumption market, analyzed advantages and obstacles of promoting new energy vehicles.  According to the changes of consumer buying habits and purchasing power as well as some other factors, we summed up China's market development trends of new energy vehicles.
