At present, marine work presents a rosy picture. The central government, local governments, competent departments and ocean-involved enterprises and institutions pay unprecedented attention to marine work. In the 11th Five-Year Plan for National Economic and Social Development, a separate chapter is dedicated to marine planning, and it is stressed that it is necessary to "heighten the awareness of ocean, safeguard ocean rights and interests, protect marine ecology, develop marine resources, implement integrated ocean administration, and promote the development of marine economy". In the National Medium and Long Term Plan for Science and Technology Development, ocean is listed as one of the five strategic fields for advance deployment for the first time. When addressing the Central Economic Work Conference, General Secretary Hu Jintao pointed out, "While conducting land planning, it is imperative to heighten the awareness of ocean, carry out sound marine planning, improve mechanisms, step up foundation work, and provide policy and financial support the development of marine economy". At the Seventeenth National Congress of the Communist Party of China, it was put forward that great efforts should be made to develop the marine industry. These strategic decisions are forward-looking, systematic, relevant and operable, and they serve as a scientific guide and action plan for conducting marine work at present and for some time to come.
In the first half of 2007, the output value of China's marine industry topped 1 trillion yuan, up 13.5% year on year, taking up 10.62% in the country's GDP. The marine oil and gas industry, shipbuilding industry, marine electrical power industry, marine biopharmaceutical industry, marine chemical industry, marine ocean mining, sea water utilization industry, marine transportation, marine engineering and construction industry, and marine fishery all grew more than 20% year on year from 2006.
In 2007, the output value of the global marine industry came to 1.4 trillion USD, and it is expected to hit 1.5 trillion USD in 2010 and 3 trillion USD in 2020. Major growing fields include marine oil and gas, marine fishery, seabed cable, marine safety, marine biology, marine transport means, marine information technology, marine entertainment, marine service and advanced marine energy. Marine oil and gas take up the largest share in the total output value, followed by marine transportation.
China's marine industry faces major opportunities, and there is also great growth potential. To grab a bigger share in the global market, Chinese marine enterprises must be bold to go international.
